Request for an EIA Scoping Opinion under Town and Country Planning (Environmental Impact Assessment) Regulations 2017 as amended: For A mixed use development delivered in phases being separate and severable parts of the development and comprising up to 2,000 dwellings (use class C3); up to up to 2,500sqm Class E (a), up to 350sqm hot food/coffee take away (sui generis), and full electric vehicle charging infrastructure (sui generis) ; mixed use local centre (comprising Commercial, Business and Service Uses Class E (a), (b), (c), (f) creche/nursery, (g) offices, residential uses (C3), local community space Class F2 (b) and mobility hub; a site for a primary school (use class F1); a care home (C2),Green Infrastructure including formal open space (including playing fields with changing facilities and associated infrastructure (use class F2(c)), informal open space, allotments, play space (including Neaps/Leaps/MUGA), walking and cycling routes, amenity greenspace, parks and gardens, natural/semi natural greenspace, new and retained landscape and woodland, and including areas for biodiversity enhancement); sustainable drainage systems; movement network comprising new highway, cycle and pedestrian routes (including a vehicular access point from the Peter's Bridge roundabout); pedestrian and/or cycle connections and improvements to existing Rights of Way at Whitedyke Road and the improvement and/or localised diversion of footpath RS218; engineering works (including ground modelling); demolition and other supporting ancillary infrastructure (including utilities, pumping stations, lighting, electricity substations and secondary mobility hubs). Outline planning application with all matters reserved except access onto Peter's Bridge roundabout and reconfiguration of part of Ladds Lane to provide bus and active travel only access.
